Next Steps

Echoes must be implemented as a unified composition. Each element reinforces the others. This is not a menu of optional upgrades to be adapted piecemeal. It is an integrated redesign.

All Imperative Design Elements (IDE) must be delivered as presented. Community Curated Elements (CCE) must proceed through independent, community-led processes, with the City supporting — not directing — their development.

The City should treat the community’s expressed framework as the baseline for redevelopment of Barbara Hall Park and The AIDS Memorial. The task now is to clear internal barriers and ensure delivery.

Delivery Requires Defined Roles

The Community

Echoes calls for a collective memory initiative to record activism histories, lived experience, and archival materials before they are lost. A structured oral history and storytelling process must directly inform interpretive panels and narrative content. A renewed outreach process should recover “lost names” and organize a national effort to collect the names of all 21,000 people lost to AIDS in Canada.

The 519

Three levels of government should provide a one-time funding endowment to stabilize and expand the AIDS Memorial Fund. This includes sustaining plaques, delivering new interpretive elements, consolidating and upgrading the memorial website, expanding storytelling initiatives, and formalizing stewardship through annual programming. The 519 should support the community in the design of the interpretive elements in a stewardship role.

The City

The City must anchor redevelopment in the community’s vision as set out in this proposal. Internal barriers and procedural constraints must be navigated or adapted to ensure delivery. A formal City charter must commit to defined maintenance standards, cleaning turnaround times, long-term preservation, and continuity across staff transitions.

Park Naming

As the defining civic and historical feature of the site, the memorial warrants structural recognition within the park’s official name. If the park name remains, it should read “Barbara Hall Park & The AIDS Memorial.” If the park is renamed, the same format should apply: “[New Park Name] & The AIDS Memorial.” In all cases, “The AIDS Memorial” must appear in equal font size, weight, and prominence on signage and official materials.
